The Thoroughfare Plan consists of:
(A) A map entitled "City of Huntington, Indiana, Major Thoroughfare Plan" which shows the location of major thoroughfares and certain minor streets within the city limits.
(B) A map entitled "Jurisdictional Area, Major Thoroughfare Plan, Huntington, Indiana," which indicates the location of major thoroughfares located beyond the city.
(C) A report entitled "Metropolitan Area Traffic Survey, Huntington, Indiana" made by the Metropolitan Area Traffic Survey Unit of the State Highway Department of Indiana with the cooperation of the Joint Highway Research Project of Purdue University, the Bureau of Public Roads, and the City of Huntington, Indiana; which report shall serve as a guide for solving present and future traffic problems within the city and the jurisdictional area beyond the city limits.
