The provisions of this chapter apply to the construction, reconstruction, erection, alteration, use, moving, occupancy, and addition to all buildings and structures, other than industrialized building systems, mobile structures certified under IC 22-15-4, or regulated lifting devices as defined in IC 22-12-1-22, in the jurisdiction of the city.
