No person shall obstruct, impede, or otherwise block the movement of any persons or vehicles on, about, or across any sidewalk, street, alley, or other public property in the city, and not leave the area without returning for a designated length of time which is reasonable in the circumstances, upon direction from, and that designation being made by, an officer of the law.
