(A) This chapter shall apply to all city employees, except to the extent that its provisions are superseded by a valid and binding collective bargaining agreement or any applicable state or federal law which shall then control.
(B) As the chief administrative body of the city, the Board of Public Works and Safety of the city (“Board”), and city departments as authorized by that Board, may establish and amend policies, practices and procedures deemed appropriate regarding employment with the city, and assemble those policies, practices and procedures, as amended, in appropriate documentation for distribution to city employees.
