(A) Before the use and operation of any vehicle as a taxicab under this chapter, and thereafter annually and before that vehicle can be operated as a taxicab after it is materially damaged in an accident, that vehicle shall be inspected by a police officer of the city to determine whether the vehicle complies with such rules and regulations as shall be promulgated by the Board of Public Works and Safety to provide safe and clean taxicab transportation.
(B) When a vehicle has met all those established standards the Board shall issue, or reissue, a sticker to that effect to be affixed to the taxicab's rear window, lower center.
