In considering whether to renew a permit the Board of Public Works and Safety shall consider the following:
(A) Adherence of the owner/operator of the taxicab to the city code.
(B) Whether the requirements for issuance of a permit hereunder were complied with in the then current permit year.
(C) The Board shall, prior to denial of any application for permit renewal, conduct a hearing in a public meeting, upon not less than ten days written notice to the applicant mailed by first class United States mail to applicant at the address listed on applicant's then pending application. The applicant may present relevant evidence at that hearing.
