§ 114.05 ISSUANCE OF PERMITS.
   (A)   The Board of Public Works and Safety shall examine applications submitted and shall issue or deny operating permits to qualifying applicants, in order of filing of approved applications, to the extent of the city's need for taxicab service as reasonably determined by the Board. Board's actions in this regard shall be taken within 45 days of the submission of the completed application and such other information as the Board may reasonably require.
   (B)   Upon approval of an application, and upon that applicant providing a license bond with terms, and with a carrier, to the reasonable satisfaction of Board, which license bond shall be in an amount of not less than $1,000 per taxicab vehicle to be operated hereunder pursuant to the application, with the condition of such bond being that should applicant faithfully observe and honestly comply with the provisions of this chapter, as it is then in effect, then the bond shall become void and of no effect, otherwise to be forfeit, in part or in full as reasonably determined in the sole discretion of Board, to a general fund of the city. The Board clerk shall issue an appropriate permit to the successful applicant (“permittee”) upon receipt by the clerk of a permit fee determined by the Board and approved by resolution of the Common Council. The initial permit fee, upon the adoption of this chapter, shall be $25.
   (C)   Each permit issued hereunder shall expire on the last day of the twelfth full calendar month following the permit's issue date.
