All certificates issued pursuant to § 113.03 shall be nontransferable and shall entitle the holder thereof to sell, distribute, or circulate the type of literary material described in the certificate or to canvass or solicit orders or subscriptions therefor within the city, subject, however, to the following conditions:
(A) The holder shall have the certificate in his possession at all times and shall exhibit the same at any time upon request by any police officer of the city or by any purchaser or distributee.
(B) The holder shall not enter in or upon any house, building, or other structure or any land or property, without the prior consent of the owner or occupant thereof.
(C) The holder shall not attempt to engage in the activities defined in § 113.01 other than between the hours of 8:00 a.m. and 5:00 p.m. on Mondays through Fridays, inclusive, except by prior invitation.
(D) The holder of a certificate shall make no false statements or misrepresentation of fact in the course of carrying on the activity for which the certificate is granted, and shall conduct himself at all times in an orderly and lawful manner.
(E) The holder of a certificate who takes orders for the future delivery of any type of literary material set forth in § 113.01 shall give a written receipt to the purchaser, which receipt shall be signed by the holder and shall set forth a brief description of the literary material ordered, the total purchase price thereof, and the amount of the payment, if any, received by the holder from the purchaser.
