If any portion of this chapter, or it application to any person or circumstances, is held unconstitutional or invalid, such unconstitutionality or invalidity shall not affect the remaining portions of this chapter. City Council hereby declares that it would have enacted the remaining portions regardless of whether any part of this chapter is declaring unconstitutional or invalid.
