§ 100.38 RAILING REQUIRED AROUND OPEN DOOR OR GRATING.
   No person shall keep or leave open any cellar door or grating of any vault on any street, sidewalk, or alley without placing a substantial railing around the same in order to protect users and pedestrians from driving or walking into the opening. Neither shall any owner or occupant of any building permit an opening to be left unprotected without a railing around the opening.
