§ 100.21 UNOPENED STREET AND ALLEY RIGHT-OF-WAY PARCELS.
   Parcels of land which have been platted and duly recorded in the county courthouse as public right-of-way parcels, but which do not contain a street or alley (commonly called unopened right-of-way) are subject to the following:
   (A)   No permanent structures such as houses, garages, and the like may be erected in the parcels.
   (B)   The city shall not be responsible for mowing, grading, or other maintenance of parcels which do not contain a public street or alley.
