All cuts, excavations, or other damage done to the right-of-way pursuant to a valid right-of-way permit shall be restored in a way as to return the right-of-way to the same or better condition and quality as existed prior to the work authorized by a permit. All street cuts shall be repaired such that the surface of the repaired cut is smooth and flush with surrounding surfaces.
