§ 99.12 VEHICLES; PARKING.
   (A)   No person shall ride or drive a vehicle within any city park except on the apparent improved roadways therein.
   (B)   The speed limit in all city parks shall not exceed thirty miles per hour (30 mph), and shall be slower than that where circumstances indicate, or where otherwise specifically posted at the direction of the City’s Department of Public Works and Safety.
   (C)   Vehicle parking is permitted in city parks on roadway shoulders and in designated parking areas. Vehicle parking is not permitted on the grass, on playgrounds, or in picnic areas, except by written permission from the Superintendent. No vehicles shall be parked within the city parks between the hours of 11:00 p.m. and 5:00 a.m., except upon advance written permission or during events sponsored by the Board of Public Works and Safety.
   (D)   Parking of vehicles on city park property when that park is not open to the public is prohibited.
   (E)   No person shall operate a self-propelled vehicle designated to travel on snow-covered surfaces and commonly known as a snowmobile, or any go-cart, swamp buggy, race car, or any other type of motor vehicle that is not registered with the Department of Motor Vehicles of the state, within any city park, except in areas which are expressly designated for such vehicles by the Superintendent.
