In order to promote the public safety, health, and general welfare of the citizens of, and persons within, the city through reduction of the generation and/or dissemination of excess noise, a program to reduce and/or prevent certain excessive and/or unnecessary noise originating within the city limits is hereby established. This chapter is supplemental to, and not intended to replace or supercede, other sections of the City Code of Ordinances and laws and regulations of the state and federal authorities.
