In order that federal, state, and local environmental and public health and safety standards can be enforced and those interests can be protected, it is hereby noticed and declared to be the policy and intention of the city, to, from time to time open and examine the contents of containers placed for collection under Chapter 95 and to take appropriate enforcement action in the event of violations of the requirements and standards established by this chapter for those utilizing the city's garbage and refuse collection and/or disposition services.
