(A) Application for permits may be made at the City Clerk- Treasurer's office or designated facility, or by mail, and shall include name, address of applicant, type of permit applied for, number and description of animals, and appropriate fee.
(B) The Clerk-Treasurer's office shall maintain records of the permit number.
(C) All fees shall be paid at time of application, and prior to the issuance of the permit or registration.
