The Chiefs of the Police and Fire Departments, the Superintendents of City Utilities and City Services, the Director of Community Development and Redevelopment Department, the Director of Public Works and Engineering Services, and the heads of the departments of Inspection, Law, and Human Resources and Compliance, and are appointed by the Mayor and serve at his pleasure to the full extent permitted by applicable authority.
