§ 30.11 BOARD OF PUBLIC WORKS AND SAFETY ESTABLISHED; CONTROL OVER CERTAIN DEPARTMENTS.
   (A)   There is hereby established a Board of Public Works and Safety within the executive branch. The Board shall be the chief administrative body of the city and shall have control of the day-to- day operations of the following executive departments which are hereby established:
      (1)   Police Department.
      (2)   Fire Department.
      (3)   City Utilities Department, consisting of Water Pollution Control, Waterworks and Distribution/Collection.
      (4)   City Services, consisting of Street, Sanitation, Park, Landfill and Garage.
      (5)   Engineering Department.
      (6)   Inspection Department.
      (7)   Law Department.
      (8)   Human Resources and Compliance Department.
      (9)   Community Development and Redevelopment Department.
   The Board of Public Works and Safety shall allow claims against the city pursuant to IC 36-4-8.
   (B)   The members of the Board of Public Works and Safety are the Mayor and either two or four voters of the city appointed by, and serviing at the pleasure of, the Mayor. If a member or members of the Common Council are appointed to the Board, said member(s) shall not receive compensation as a member of that Board, but only as a member of Council.
   (C)   The Board of Public Works and Safety is established and shall act as the purchasing agency of the city.
      (1)   The purchasing agency shall have all the powers and duties authorized by IC 5-22, as may be supplemented from time to time by ordinances adopted by the Common Council and policies adopted by the purchasing agency.
      (2)   The purchasing agency shall act as the purchasing agency for every agency, board, office, commission, council, department, or other establishment of the city.
      (3)   The purchasing agency may designate as purchasing agents:
         (a)   Mayor; and
         (b)   Clerk-Treasurer; and
         (c)   City Department Heads; and
         (d)   Any employee, designated in writing.
