This chapter is not to be interpreted and/or applied to interfere with, abrogate, or annul any other chapter of this code, or other relevant rule or regulation, or statute. The requirements of this chapter should be considered minimum requirements, and where any provision of this chapter imposes restrictions different from those otherwise imposed, whichever provision is more restrictive or imposes higher protective standards for human health or the environment shall be controlling.
