This chapter applies to all land-disturbing activities involving over one acre of land within the corporate boundaries and jurisdiction of the city, including commercial, industrial, residential, and highway development, except for (1) cultivating activities, (2) conservation practices on agricultural land, (3) single-family residential developments consisting of four or fewer lots, (4) a single-family residential strip development where the developer offers for sale or lease without land improvements and the project is not part of a larger common plan of development or sale, and (5) individual lots within a permitted project.
