§ 56.05 ULTIMATE RESPONSIBILITY.
   The standards set forth herein and promulgated pursuant to this chapter are minimum standards. Therefore minimal compliance with this chapter does not ensure that there will be no contamination, pollution, or unauthorized discharge of pollutants.
