The purpose of this chapter is to provide for the health, safety, and general welfare of the citizens of the City of Huntington ("city"), through the regulation of non-stormwater discharges to the storm drainage system, to the maximum extent practicable as required by applicable authority. This chapter establishes particular requirements for controlling the introduction of pollutants into the Municipal Separate Storm Sewer System (“MS4"), in compliance with requirements of the National Pollutant Discharge Elimination System (“NPSES”) permit process. The objectives of this chapter include:
(A) Regulating the contribution of pollutants to the Municipal Separate Storm Sewer System by stormwater discharges by any user;
(B) Prohibiting illicit discharges and connections to the Municipal Separate Storm Sewer System; and
(C) Establishing legal authority to carry out all inspection, surveillance and monitoring procedures necessary and helpful to achieve compliance with this chapter.
