The degree of protection required by this chapter is considered reasonable for regulatory purposes, and is based on historical records, and engineering and scientific methods of study. Larger storms may occur, or stormwater runoff depths may be increased by manmade or natural causes. This chapter does not imply that land uses permitted will be free from stormwater damage. This chapter shall not create liability on the part of the city, or any officer or employee thereof, for any damage which may result from reliance on this chapter, or on any administrative decision lawfully made thereunder.
