If a development is proposed for a property wherein development plan or subdivision plat approval is required, no site excavation work shall begin prior to said development plan or subdivision plat being approved. Site excavation work includes, but is not limited to, tree removal, site grading, filling, dredging, pond excavation, driveway placement, installation of utility lines, or building pad preparation.
