(A) On a per-site, per-month basis, the fees and charges below shall be charged to:
(1) City utility customers that receive city trash collection; and
(2) Owners of residential property, not connected to city utilities, but that receive city trash collection.

(B) All subject to collection as provided by law, the appropriate total amount above shall be:
(1) Billed on the utility bills of city utility customers that receive city trash collection; and
(2) Billed to owners of residential property, not connected to city utilities, but that receive city trash collection.
