§ 95.11 DEFINITIONS.
   "CITY ENFORCEMENT OFFICER." The Superintendent of City Services, including his/her designee, any police department member, ordinance officer, or other city employee so designated by the Board of Public Works and Safety.
   "CURBSIDE RECYCLING PROGRAM." The program by which a recycling contractor provides curbside recycling to recycling customers in accordance with this chapter and other applicable city policies including those and those then in force policies adopted from time to time by the Board of Public Works and Safety.
   "OPT-IN RECYCLING CUSTOMERS." Any person, firm, corporation, partnership, trustee, lessee, or receiver owning real estate, residing, or doing business within the City of Huntington, not otherwise already a recycling customer, who signs up for curbside recycling through the City Services office, completes the appropriate application, and pays the fees and charges set out in this chapter.
   "RECYCLABLES." All metal, plastic, glass, paper, and other items accepted in the city's curbside recycling program and otherwise in accordance with this chapter and those then in force policies adopted by the Board of Public Works and Safety.
   "RECYCLING CONTAINER." The container provided to each recycling customer by the recycling contractor.
   "RECYCLING CONTRACTOR." The business awarded the bid to provide curbside recycling services to city recycling customers.
   "RECYCLING CUSTOMER."
      (1)   City utility customers that receive city trash collection;
      (2)   Owners of residential property, not connected to city utilities, but that receive city trash collection; and
      (3)   Opt-in recycling customers.
   "RECYCLING SITE." Each recycling customer located within the city shall have a "Recycling Site" for materials to be collected by the recycling contractor in accordance with this chapter and other applicable city policies including those then in force policies adopted by the Board of Public Works and Safety.
