(A) The provisions of this section apply whenever garbage or rubbish collection is effected by the utilization of automated machinery with garbage containers specifically designed and engineered for use in conjunction with the automated trash collection machinery provided to the property owner by the city.
(B) Containers provided by the city shall remain the sole property of the city. Once container shall be provided to each residence. Should more than once container be required, as in the case of a household generating more than one container’s volume of disposable material per week resulting from domestic use, additional containers may be provided. Replacement or additional container shall be provided upon request. The fee for charge for such replacement or additional containers is hereby established as $50: such fee may, from time to time hereinafter, be revised by resolution of the Board of Public Works and Safety.
(C) On those collection routes served by automated packers, the following additional requirements will apply:
(1) All trash shall be placed in heavy duty plastic bags and all such bags should be placed in the provided container.
(2) Container lids must be closed with no contents protruding from the container.
(3) No provided container shall be placed within three feet of an obstruction, such as a building, automobile, garage, fence, mailbox, etc.
(4) Only provided containers will be emptied. No other type of container should be set out for collection except during specific periods announced by the city to accommodate seasonally related heavy pick-ups (such as Christmas).
