(A) The city shall charge a monthly city services refuse collection fee for the service of collecting and disposing of solid waste. Said fee shall be collected from each user contemporaneously with other city utility services. For the purpose of this chapter, "USER" means any individual, business or nonprofit organization in whose name an account for city utility services is maintained and who receives refuse collection services from the city.
(B) Commencing with the first billing period beginning on or after May 1, 2011 the monthly city services refuse collection fee shall be $6 per month.
(C) Said city services refuse collection fee shall be charged to each user.
(D) A user may request a temporary waiver of the city services refuse collection fee if the property has been or will be unoccupied for a period greater than 21 consecutive days and city water utility services have been disconnected. The duration of the waiver shall not exceed five billing cycles, whether consecutive or in the aggregate, for any 12-month period. Use shall make said request in writing at the city Utilities Office on the from adopted by the city Utilities Department.
