(A) No container shall be placed within a street without the owner obtaining a permit from the Department.
(B) The permit must contain, but need not be limited to, the following:
(1) Owner's name, address and telephone number;
(2) Contact information for the person placing the container within a street;
(3) The approximate location where the container will be placed;
(4) The dimensions of the container; and
(5) The expected period of time the container will remain within a street.
(C) Permits for all containers, except portable storage units, are valid for up to 60 days. After 60 days the permittee must remove the container or renew their permit with the Department.
(D) Permits for portable storage units are valid for up to 30 days. After 30 days the permittee must remove the portable storage unit or renew their permit with the Department.
(E) A permit shall be posted on a container at all times.
(F) In the event that a container is found without a permit, the City Police Department shall notify the responsible person by placing a red tag otherwise utilized for marking vehicles parked improperly within the right-of-way on the container and clearly indicating a minimum of 72 hours for the responsible person to either: (i) remove the container, or (ii) obtain a permit from the Department and post it on the container. In the event that an offending container is not voluntarily removed, or a permit obtained and posted on the container, within the time prescribed on the red tag the City Police Department is authorized to contact a wrecking service to remove the container to a secure storage at the expense of the responsible person.
