(A) Where conditions permit, all containers shall be stored upon private property in either the rear or side yard of the property.
(B) No container shall be placed within 50 feet of an intersection of streets controlled by a stop sign, yield sign, stop light, or any other traffic control device.
(C) No container shall be placed or located so as to impede the use of any sidewalk or pedestrian way or flow of vehicular traffic in any manner.
(D) No container shall be placed within ten feet of a municipal fire hydrant.
(E) At any time the Department or Traffic Engineer determines that a container, with or without a permit, is creating safety concerns or is creating an impediment to traffic flow, the City Police Department shall identify the offending container by placing a red tag otherwise utilized for marking vehicles parked improperly within the right-of-way on the container and clearly indicating a minimum of 72 hours for it to be removed by the responsible person. In the event that an offending container is not voluntarily removed within the time prescribed on the red tag the City Police Department is authorized to contact a wrecking service to remove the container to a secure storage at the expense of the responsible person.
