Whenever a request is made to, and complied with, by the city that a user's water service be shut off at the city's water valve for routine or emergency repairs to the inside plumbing, the user shall install a shut off valve immediately after: (a) the discharge side of the water meter when the meter setting is inside the building, or (b) the point where the service pipe enters the building if the meter setting is outside the building, as a precondition to water service being restored.
