All new or replacement water mains, valves, and other appurtenances constructed or reconstructed in a flood hazard area as defined in § 55.05 shall be designed and constructed as to minimize or eliminate infiltration of floodwaters into the distribution system and discharges from the distribution system into floodwaters.
