(A) No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any city water line or appurtenance thereof without first obtaining a written permit from the Department.
(B) A tap applicant who has received a permit from the Department to tap into the distribution system as provided in division (A) above shall:
(1) Provide a trench constructed and maintained to applicable requirements (including those of OSHA and the Department), in which to tap the water main and install an appropriate service pipe from the applicant's property boundary, proper backfill and tamping, street, curb and sidewalk replacement, and grading, all as required by the city.
(2) Prior to the tap connection, a tap applicant shall pay to city the actual cost of the meter to be installed.
(3) Prior to the tap connection, a tap applicant shall pay to city the availability, tap, inspection, and reconnection fees according to the following:
(a) Schedule of system development fees for availability by meter size in inches.
(i) Outside meter setting.

(ii) An inside meter setting shall only be available upon receiving written approval from the Department. Installation of an inside meter setting shall be subject to the availability, tap, inspection, and meter fees in amounts determined by the Department and not less than those given in this section for outside meter settings.

(ii) Connections for tap sizes exceeding 2" shall be performed by a contractor secured by the tap applicant at the applicant's expense. The tap applicant shall purchase an approved meter vault from the city at its cost for such taps.

(D) Schedule of fees for residential reconnection. In the event that a meter pit is present and a user desires to reestablish a connection to the Waterworks, the user shall pay the reconnection fee of $50 and the costs of the meter should a working one not be present.
