In addition to any requirements of applicable law, every loan from the Cash Reserve Funds of the various utilities and the sanitary sewage works shall be authorized by ordinance, bear interest at any rate as determined by the governing board of the utilities or the sanitary sewage works and be repaid to the Cash Reserve Fund from which the loan originated.
