There is hereby established a Cash Reserve Fund for each of the municipally-owned electric, natural gas and water utilities and for the municipally-owned sanitary sewage works of the city, which cash reserve funds shall be known as the Electric Cash Reserve Fund, the Water Cash Reserve Fund, the Natural Gas Cash Reserve Fund and the Sanitary Sewage Cash Reserve Fund.
