After appropriation by the Common Council of the city, the Board of Public Works and Safety may use the fund for:
(A) Acquisition of property and other rights;
(B) Installation, construction, equipping, expanding, modifying or remodeling new or existing solid waste collection and disposal facilities; or
(C) Engineering, legal, surveying, estimating, appraising, planning, designing and other expenses necessary to determine the feasibility of implementing solid waste disposal methods.
