There is hereby created and established a city Solid Waste Non-Reverting Capital Fund to consist of:
(A) Deposits by the Board of Public Works and Safety of revenues from the city's solid waste collection and disposal facilities that remain after payment of expenses in an amount as determined from time to time by the Common Council of the city upon recommendation of the Board of Public Works and Safety; and
(B) Appropriations of money derived from user fees established for the solid waste collection and disposal services of the city in an amount as determined from time to time by the Common Council of the city.
