The expenditure of the moneys accumulated in the D.A.R.E. Fund, shall not require appropriation prior to expenditure, but any and all expenditures from the Fund shall be in accordance with the terms and conditions of the grant or gift, if the terms and conditions exist, shall be for the implementation or promotion of the city's D.A.R.E. program; and shall have been approved by the Chief of Police of the city.
