The powers and duties of the Common Council and Mayor of the city, pertaining to emergency management in time of normal city operation, are:
(A) The Mayor shall maintain general supervision over the planning and administration of the Department of Civil Defense and Emergency Management;
(B) The Common Council shall adopt the emergency management and disaster plans; and
(C) The Mayor shall coordinate emergency management activities and make assignment of emergency management duties to city forces in order to meet in situations not covered in the normal powers and duties of the agencies and departments.
