Pursuant to I.C. 36-7-4-909, no member of the Board shall participate in a hearing or decision of the Board concerning a zoning matter in which that member has a direct or indirect financial interest. In the event that any member is disqualified or any member's eligibility is challenged by a member of the public or the Board, the fact shall be entered on the records of the Board and shall appear in the minutes of the meeting. An alternate member may be appointed by the original appointing authority to replace a disqualified member and may participate in the hearing or decision with full voting rights in place of the regular member; provided, however, that the makeup of the Board is not altered by the appointment of the alternate member.
