(A) The Common Council and the Mayor of the city hereby delegate to the Code Enforcement Officer and the Code Enforcement Officer shall have and exercise the following specific powers and duties:
(1) All powers and responsibilities heretofore or hereafter granted to the Zoning Administrator of the city, pursuant hereto, and the laws of the state for the enforcement of the planning and zoning codes of the city;
(2) All powers and responsibilities heretofore or hereafter granted to the Plan Commission of the city, pursuant to the pertinent provisions of the city code and the laws of the state;
(3) Initiate actions as may be necessary to:
(a) Enforce the provisions of all state and local building codes, electrical codes, plumbing codes and mechanical codes;
(b) Enforce the provisions of the door-to-door solicitation ordinance;
(c) Enforce the provisions of the junk vehicle ordinance;
(d) Require the elimination of public nuisances within the city limits;
(e) Process all licensing, registration and bonding applications required by the city code; and
(f) Generally enforce all provisions of the codes and ordinances as delegated by the legislative officials of the city, except those that are the responsibility of the Police Department.
(4) Invoke any legal, equitable or special remedy, on behalf of the city for the enforcement of the non-criminal provisions of the city code; and
(5) To exercise other powers and perform other duties as may be delegated, from time to time, by the Mayor of the city or by the Common Council, direct by resolution or ordinance.
(B) In addition to the above specific powers and duties, set forth above, the Code Enforcement Officer shall have other powers necessary to achieve the general objectives and purposes for the Department.
