(A) The Department shall be administered by an appointed Board known as the Parks and Recreation Board. The Board shall consist of four members, all of whom shall be appointed by the Mayor of the city. The members appointed by the Mayor shall be appointed on the basis of their interest in and knowledge of park and recreation, but no more than two members may be affiliated with the same political party.
(B) All members of the Board shall be residents of the city at the time of their appointment. Neither a municipal executive nor a member of the Common Council may serve on the Board.
