(A) There is hereby created the Department of Parks and Recreation of the city, pursuant to the provisions of I.C. 36-10-3, to operate, control and manage the city parks now owned by the city and any and all similar parks hereafter established by and for the use of the city and its citizens, together with all of the recreation facilities situated therein and to control and conduct the recreation programs and activities for the citizens of the community as its governing board may deem appropriate, all pursuant to the provisions of I.C. 36-10-3.
(B) The Department shall consist of a Park and Recreation Board, a Superintendent and other personnel that the Board may determine to be necessary for the proper operation and management of the Department.
