The Advisory Board shall consist of five members to be appointed by the Mayor with the approval of the Common Council, no more than three of whom shall belong to the same political party. Members shall serve for four-year terms each and until a successor is appointed and duly qualified. Any vacancy occurring shall be filled for the remainder of the term by the Mayor with the approval of the Common Council.
