All solid waste haulers operating within the city shall offer, at a minimum, collection of solid waste by 33-gallon trash bags, or their equivalent. All charges for solid waste collection shall be based upon the volume, weight or number of containers placed for collection in order to encourage recycling and the reduction of solid waste incinerated or disposed of in landfills. All schedules of charges shall be filed with the Clerk-Treasurer.
