The supervision, control and management of the municipal electric utility, the municipal water utility, and the municipal gas utility shall be in the Common Council of the city, acting as the Utility Board, in accordance with I.C. 8-1.5-3-3(a)(2). This Board shall have powers and duties as authorized in I.C. 8-1.5-3-4.
