(A) Except as provided in division (B), any person owning, or having care, custody or control of an animal shall promptly remove and dispose of in a sanitary manner all feces left by the animal on any public property or public right-of-way within the city.
(B) The foregoing provision regarding removal of animal feces shall not apply to a sight impaired person in the use and control of a service animal.
