(A) The owner of every animal that is permitted to be kept as a pet within the city limits shall provide such animal with a collar to which a metallic or other permanent identification tag shall be affixed, displaying the animal's owner's name and address.
(B) It shall be unlawful for any person to remove either the collar or the tag from any animal required under this subsection, except with the consent of the owner.
