For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC WAYS. Any improved street, alley, public parking facility or sidewalk dedicated or platted for the public use within the corporate limits of the city.
TRAILER. A vehicle without motive power, designed for carrying persons or property and designed for being drawn by a motorized vehicle.
