(A) It shall be unlawful for any person owning, possessing, controlling or harboring any dog, cat, pet or other animal to permit the same to run at large, or to run loose on the City Lake or on the adjoining land owned by the city.
(B) All animals shall be under the control of a competent person by means of a lease, cord, chain or other reasonable means of control.
